Carrboro is a small town, known for being completely surrounded by Chapel Hill but still maintaining its own identity. Its called the "The Paris of the Piedmont" by some. The population of Carrboro is around 14,000. The local government is adamant about keeping its historic feel, with some of their measures including building high regulations, no parking meters in the entire town and a ban on the addition of any more drive-thru windows.
